Executive Staff

Chief Executive Officer
Phil Allen, CAS II, CCDC, is a nationally certified addiction specialist, and has been in the recovery field for the past 20 years. He is a skilled problem solver who works daily with the staff of the Foundation. Mr. Allen oversees all facets of operation, including admissions, assessments, treatment, after-care, and referrals to outside professionals.

Associate Director
Debbie Allen, CAS, has 25 years of experience in the field of recovery. Ms. Allen is a motivated teacher and mentor with women of all ages. Her passion and strength are in nurturing women with her love, hope, and kindness in their path of recovery. In addition to these skills, Ms. Allen has over 22 years of administrative experience.

Medical Detox Services
At The Pat Moore Foundation, medical detox is provided under the care of Nurse Practitioner Services.

Clinical Director
Gina H. Tabrizy is a licensed Marriage and Family Therapist with over eighteen years of experience, knowledge and training in dealing with the most difficult clinical problems. She has appeared on Local and National Television Programs speaking about the ills of childhood abuse. She has presented at the National Conference on Codependency and given hundreds of lectures at Agencies, Corporations, Schools, Colleges and Universities. Gina has written feature articles for numerous publications. She works with high profile clients through specialized recovery facilities.

Business Development Director
Babbi Anderson has many years experience marketing 12-step programs. She was program director for CareUnit, Inc. in Oxnard, CA. She was marketing director for Vista Recovery Center, one of the first outpatient chemical dependency programs in Southern California. She established her own company, Anderson Marketing, offering marketing consulting to hospital-based treatment programs, psychiatric hospitals, psychiatric and psychological practices, eating disorder programs and mental health and chemical dependency outpatient treatment programs. Ms. Anderson served as a member of the Board of Directors for New Directions for Women in Costa Mesa, CA. and later as their business manager.

Pat Moore Foundation's affordable drug & alcohol detox and alcohol & drug addiction treatment programs are licensed and certified by The State of California. We provide medically managed and non-medical detoxification and primary residential treatment. Our individual homes are on a unique co-ed campus where we offer gender specific treatment.
